Polimill builds Japan's next-generation public AI infrastructure

Polimill has developed QommonsAI, a generative AI platform built with OpenAI technology to streamline public-sector workflows across Japan. Used by roughly 1,050 municipalities and 550,000 public employees, the platform standardizes fragmented administrative data and assembly minutes. Polimill also uses OpenAI Codex and hands-on support to increase its development speed by three to five times.

Polimill is building Japan's next-generation public AI infrastructure through its platform, QommonsAI, which was released in October 2024. Built using OpenAI GPT models and Codex, the platform addresses the structural challenge of public-sector teams being consumed by daily operations rather than focusing on citizen engagement. QommonsAI standardizes fragmented data and assembly minutes from across Japan to create a high-precision search foundation covering areas like public services, social welfare, assembly responses, and legal search. Today, about 1,050 municipalities and 550,000 public employees use the system. OpenAI technology serves as the core of QommonsAI, offering operational controls, administrative review features, and broad user familiarity with ChatGPT that lowers adoption barriers. Furthermore, Polimill adopted Codex across its workflow, increasing its development speed by three to five times. OpenAI has provided hands-on support, including sharing global best practices and guiding the engineering process. In addition to improving search capabilities, QommonsAI helps less-experienced employees draft policy proposals approaching the quality of veteran officials. Polimill plans to capture tacit knowledge from veteran officials to aid in organizational knowledge transfer. Looking ahead to fall 2026, Polimill plans a full rollout of Qommons ONE, an application store featuring a super agent designed to connect multiple specialized AI systems and private-sector apps for municipal use.
