OpenAI has announced Daybreak for Frontline Defenders, a global initiative featuring a $1 billion commitment to expand subsidized access to frontier cyber AI models, training, and technical support. The program aims to help resource-constrained organizations protect essential services in the United States and internationally against increasingly sophisticated AI-enabled cyber attacks. According to OpenAI, the initiative includes Daybreak for America, which consolidates U.S. efforts to protect critical systems such as water and wastewater utilities, electric grid operators, state and local governments, community banks, and nonprofits. As part of this effort, OpenAI is launching a pilot with the Multi-State Information Sharing and Analysis Center (MS-ISAC) to provide guided training and hands-on assistance to public sector and water system defenders. The $1 billion in subsidized access is targeted for consumption over the next six months. Furthermore, the Daybreak Defense Network brings together more than 35 enterprise products and partner-operated services, integrating OpenAI cyber models into workflows that defenders already use. This builds on previous support offered to water systems facing urgent threats, where affected states and utilities received no-cost API credits and technical assistance. OpenAI emphasizes that the initiative seeks to leverage frontier AI during a narrowing defender's window to help organizations review legacy code, analyze suspicious activity, and validate vulnerabilities before malicious actors exploit them.
